Performance Management 

Performance Appraisal for Confirmation

A staff member who has completed the probation period as stipulated in their appointment letter shall be considered for confirmation by the Appointment & Confirmation Committee. The Division of Human Resource would notify the staff member concerned and request he/she to complete the Performance Appraisal Form for their confirmation of employment in the University. The staff member is required to submit all related supporting documents as required in the Performance Appraisal Form for evaluation by his superiors. 

The staff member shall be considered for confirmation if he has fulfilled the confirmation criteria set by the University. The University reserves the right to extend the probationary period in the event that the staff member is not able to meet the conditions stated in the confirmation criteria. 

The Criteria for Appointment, Confirmation and Promotion for the various categories is available for viewing at the staff intranet under UTAR Policies - DHR.

Annual Performance Appraisal

The University conducts an Annual Performance Appraisal whereby the staff members are appraised based on the accomplishment of tasks and objectives as set out by the University's Key Performance Indicator(KPIs) / Key Results Areas (KRAs) and Competencies requirements. The Annual Performance Appraisal period is normally between July of the previous year to June of the following year. 

The Division of Human Resource would broadcast via the University's mail master to inform all staff members on the Annual Performance Appraisal exercise and the deadline for submission of the Annual Performance Appraisal form must be strictly observed. 

The staff performance in the Annual Performance Appraisal serves as one of the criteria for determination of salary increment, bonus payment, promotions as well as other staff benefits.

Annual Promotion Exercise

The University conducts an Annual Promotion Exercise whereby confirmed staff members in regular employment are eligible to apply for promotion. The Division of Human Resource would broadcast via the University's mail master to notify all staff members on the Annual Promotion Exercise. The Annual Promotion Exercise is normally announced in the month of August each year.     

Staff members whose qualification, experience and achievement meet the specified minimum requirements of the post may apply for promotion to a higher post using the prescribed forms which may be downloaded at the staff intranet under UTAR Forms - DHR Forms. 

The Policies and Criteria on the Appointment, Confirmation and Promotion for the various categories of staff are available for viewing at the staff intranet under UTAR Policies - DHR.

Annual Crossing Bar Exercise

The University conducts an Annual Crossing Bar Exercise whereby staff members in regular employment are eligible to apply for "crossing bar" in the salary scale. 

Staff members who have reached the ceiling of their current salary scale of the respective posts may apply to "cross bar" to the next salary scale within the same post. Staff members are only eligible to apply for "crossing bar" in the salary scale if they meet the following:- 
(i) Staff must be confirmed in their employment; 
(ii) Already on maximum of the salary facing the salary bar for at least 12 months; 
(iii) Staff receiving salary increment which is less than the one standard increment and whose monthly basic salary has reached the ceiling of the current salary scale. 

The staff member is required to submit their application for "crossing bar" in the salary scale using the prescribed forms which may be downloaded at the staff intranet under UTAR Forms - DHR Forms. The Annual Crossing Bar Exercise is normally announced in the month of August each year via the University's mail master to all staff.
